I have a French made multi-fuel Trench lighter that is a WW1 relic. It is similar but a little different. The bottom pug is were you add your fuel. The plug also opens to hold an extra flint and wick. Both the bottom plug and top cover have O rings that seal it. I haven't used it in over a decade but I am fairly confident that fuel in it hasn't evaporated.
